A Bill Concerning Illegal Immigration

 

  1. Be it enacted by the Student Congress here assembled:
  2. Section 1:  All companies who are hiring illegal immigrants have 60 days in
  3. which to fire all illegal immigrants.
  4. Section 2:  After the 60 days, illegal immigrants may come forward and turn in
  5.  said company that employs them for full U.S. citizenship, with a limit of one per
  6.  company.
  7. Section 3:  Companies found guilty of having paid illegal immigrants still
  8. working for them after the 60 day deadline will be fined $200,000 , plus $5,000
  9. per illegal immigrant still so employed.
  10. Section 4:  All illegal immigrants will be reported to ICE for further investigation
  11.  and probable deportment.
  12. Section 5:  This bill will require no funding and the 60 days starts when the bill
  13. has been ratified.

A RESOLUTION REGARDING PUNISHMENT FOR ONLINE HARASSMENT

 

  1. Whereas, children are hurting themselves including in some cases committing
  2. suicide in response to online harassment on websites such as myspace; and,
  3. Whereas, there is no law regulating any kind of online harassment; and
  4. Whereas, there are already law enforcement organizations in place that are there
  5. to regulate the internet, such as the FBI cyber unit; and
  6. Whereas, there are already laws in place for verbal harassment; therefore,
  7. BE IT RESOLVED by the Student Congress Assembled that: online  
  8. harassments should be punishable in a court of law.

A resolution to encourage the U.S.A to make changes to stop global warming

  1. Whereas: global warming is a fact
  2. Whereas: the United States is a heavy contributor to global warming
  3. Whereas: there are many things Americans can do to halt or slow down the effects
  4. of global warming
  5. Whereas: if the United States does not make changes drastic changes will occur
  6. on our planet in the next century
  7. Therefore BE IT RESOLVED that congress discuss ways to stop global warming 
  8. without severely effecting our economy and take these plans into affect after a
  9.  vote from U.S. citizens.

A Resolution Calling for a Constitutional Amendment to Rid the United States of the Electoral College

 

  1. Whereas in the past, we have had two presidents win the election but lose the
  2. popular vote, and
  3. Whereas the lack of votes really counting turns many away from voting, and
  4. Whereas the Electoral College was created when we didn’t have as many states
  5. and was needed more, and
  6. Whereas this is a democracy, and
  7. Whereas Americans pride themselves on being able to vote for our leaders.
  8.   Therefore,
  9. Be it resolved by the Student Congress here assembled that the United States
  10.  federal  government should call for a Constitutional Amendment to abolish the
  11. electoral college and use the popular vote to determine the presidential election.

Bill for the Later Start of High School

 

01. BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSAMBLED that: 02. all public high schools servicing grades nine through twelve will start no earlier than 03. 9:30am.

04. Section 1 Penalties: Public schools not complying with the new start time will have 05. Federal funds temporarily suspended until the time requirement is met.

06. Section 2 Enforcement: Public schools will be required to submit for review new 07.starting and ending times for a weekly schedule.

08.Section 3 Financing: There will be little financing needed because the time change 09.will only temporally create jobs for under 50 people to check that all schools have 10.submitted a  new weekly schedule.  These funds will come from a very small 11.percentage (under 1%) of federal school funding.

12. Section 4 Time Frame: This bill will become active the school year following one 13.full school year after the bill is enacted in order for all schools and school boards to 14.become informed, meet, and decide on a new and reasonable time schedule that will 15.work for their districts. This time will also allow for schools to submit their new 16.weekly schedule and have it reviewed as to not become in violation of this new bill.

Divorce Equity Bill

 

1.   Be it enacted by the Student Congress Assembled that:

2.   Section 1:  Both parties in a divorce case involving children shall be represented 3.         by an attorney.  Those parties who cannot afford to hire a lawyer shall be             4.           provided one by the  Government.  The focus of this bill is to allow both

5. parents an equal chance at custody of the children.

6.      Section 2:  Divorcing parents with children involved who are of the age of

7.      emancipation,  will not be subject to this bill.

8.      This bill will only be applied to those who have proven an economic need.

9.      Section 3: Those States found in violation of this law shall be required to pay for a

10.  retrial where both parents shall be duly represented in court, and also pay an

11.  extra $5,000 dollars towards a trust fund for each child involved, to be accessed

12.  for college tuition, or to be held for the child until the age of 21.

13.  Section 4: Funding for this bill shall come from a $10 dollar surcharge on every

14.  United States marriage license for the pilot program.

15.  Section 5: This bill will be implemented six months after its passage.

A Resolution Concerning Racial Profiling

 

  1. Whereas, racial profiling is unjust, and
  2. Whereas, racial profiling is inefficient, and

Whereas, race-based affirmative action has run its course, and

Whereas, race-based affirmative action no longer targets the oppressed, and

Whereas, socio-economic affirmative action better distributes opportunity, therefore

The United States Federal Government should stop sanctioning race-based affirmative action;

The United States Federal Government should shift its policy of race-based affirmative action to one of socio-economic affirmative action;

The United States Federal Government should take affirmative action to assure opportunity to members of all socio-economic platforms.

  1. Whereas, fencing of the U.S. border is unjust, and
  2. Whereas, fencing of the U.S. border is inefficient, and

A Bill to Exorcise Ethanol

Be it Enacted by the Student Congress here Assembled that:

 

The United States Federal Government’s approach to developing alternative

 

energy technologies no longer include corn-ethanol or corn bio-diesel.  This shall

 

be accomplished by discontinuation of  the following two practices:

 

A) The United States Federal Government cease and desist the practice of

 

subsidizing corn crops intended for use as ethanol or in bio-diesel.

 

Corn should be apportioned Federal subsidies only by the method consistent with

 

other food and feed crops.  Subsidies already apportioned or contracted shall be

 

paid in full, and the contracts be  allowed to expire.

 

B) The United Stated Federal Government cease and desist the practice of

 

providing research grants to projects primarily focused on corn-ethanol or corn

 

  1. bio-diesel technology.  Grants already apportioned or contracted be paid in

 

  1. full, and the contracts be  allowed to expire.

 

14.  This Bill shall take effect one year after passage.

A Bill Concerning Scientific Education

 

  1. Be it enacted by the Student Congress assembled that,,
  2. Section A:
  3. all public school teachers be banned from teaching the theory of intelligent design
  4. in science class.
  5. Section B: Enforcement
  6. 1) On first violation teachers shall receive a warning.
  7. 2) On second violation teachers contract shall be terminated.
  8. Section C: Funding
  9. All necessary funding will come from the Department of education’s budget.
  10. Section D: This bill will take effect at the beginning of the school year
  11. immediately subsequent to passage.

A Resolution to Ensure Habeas Corpus

 

  1. Whereas, in some offshore facilities individuals are being denied the
  2. right to Habeas Corpus by the United States and,
  3. Whereas, Habeas Corpus is a fundamental human right and,
  4. Whereas, Habeas Corpus is provided in the Constitution and,
  5. Whereas, the Constitution is the supreme law of the land.
  6. BE IT RESOLVED by this Student Congress assembled that, the United States
  7. give every individual the right to Habeas Corpus even detainees in offshore
  8. facilities.

A Resolution for the Protection of Polar Bears

 

 

 

  1. Whereas, the Marine Mammal Protection Act forbids the killing of polar
  2. bears on US soil; and,
  3. Whereas, polar bears are an endangered species and global warming
  4. decreases chances of their survival; and,
  5. Whereas,  many heads and hides of polar bears are still brought into the
  6. United States as a form of trophy; therefore,
  7. Be it resolved by the Student Congress assembled that it be forbidden to
  8. bring the hides and heads of polar bears into the United States as a form

A Resolution Regarding Voting Rights

Whereas, more and more industrialized nations are lowering their voting ages; and,

Whereas, many sixteen- and seventeen-year-olds are tax-paying members of society; and,

Whereas, youths may be tried in a court of law as an adult; and,

Whereas, youths are some of the most politically aware members of society; therefore,

BE IT RESOLVED by the Student Congress Assembled that a constitutional amendment be proposed to the states to reduce the voting age to sixteen.

A Resolution to Stop Legislative Whining

 

1. Whereas: There was a resolution put forth on October 1st, 2007 to speak out against

2. Rush Limbaugh in congress (resolution 221), and

3.  Whereas: a senate resolution (H.R. 1585) was passed September 20th, 2007 which was 4.  used to speak out against moveon.org., and

5. Whereas: these are not the first and definitely not the last of these types of resolutions, 6.  and

7. Whereas: each congressman makes $165,200 yearly, and

8.  Whereas: they are paid to get  things done in the country, and 

9.  Whereas: the moveon.org resolution took at least three days to pass according to the 10.  New York Times, and  

 11.  Whereas: this is counter productive in terms of passing actual  resolutions and actual 12.  bills that get things done.  Therefore,

13. Be it resolved by the student congress assembled,   Congress shall not propose

14. legislation primarily to speak out against private individuals and establishments.

Bill on Animal Treatment in the Circus

 

1. Be it enacted by the student congress assembled that,

2. A) The United States Government ban the ill-treatment of animals in the circus,

3.         1) this bill involves any animals within the United States and any ill-treatment,

4. Section 1:  There will be no funding needed for this bill.

Section 2:  Any circus found ill-treating any animal will be fined $10,000 per animal,

Section 3:  This bill will go into effect in January 2009.

RESOLUTION REQUIRING ALL LAW ENFORCEMENT AGENCIES TO CLASSIFY PETA AS A TERRORIST ORGANIZATION

 

1.         Whereas PETA has been publicly associated with several crimes including arson,  2. murder and Extortion, and

3.         Whereas PETA has been considered an eco-terrorist group by the FBI since the  4. 2005 inquires into their funds, and

5.         Whereas PETA supports groups such as Animal Liberation Foundation and Earth 6. Liberation Foundation which has caused over $43 million in damage since 1996, and

7.         Whereas PETA spokesperson Dr. Jerry Vlasak endorsed assassination of doctors 8. whose research involve animal testing, therefore

9.         Be it resolved by the student congress that the organization PETA, People for the 10. Ethnic Treatment of Animals, should be considered a terrorist organization by all law 11. enforcement agency’s in the United States

Resolution That the Use of Marijuana Should Be Legalized

 

  1. Whereas, the United States would be able to generate much needed

 

  1. revenue

 

  1. Through the taxation of marijuana, and,

 

  1. Whereas, nobody has ever died from an overdose of marijuana, and,

 

  1. Whereas, alcohol leads to more deaths a year than marijuana use,

 

  1. Therefore, Be it resolved by Student Congress, that the use of marijuana

 

  1. Should be legalized.

Resolution to change the Immigration and Citizenship Standards

  1. Whereas, the majority of Americans can not pass the citizenship test as it is now
  2. and,
  3. Whereas, the means of giving the citizenship test is left to the discretion of the
  4. tester and is therefore inconsistent and,
  5. Whereas, this country was built on immigration and,
  6. Whereas immigration has done more good for America than bad and,
  7. Whereas America is a melting pot of cultures and we should not determine who
  8. can and can’t come in on numbers and,
  9. Whereas allowing these immigrants to become citizens will fix the problem of
  10. them not being taxed Therefore,
  11. Be it resolved by the Congress here assembled that:
  12. The United States should change the immigration policy and citizenship test to
  13. allow for more people to immigrate as long as the immigrants meet standards as
  14. set by this congress including that after six months of being in the US said
  15. immigrants:

16.             A. Have found a job or can provide evidence that they have been trying to

17                 get one.

18 B. Have filed the necessary paperwork to become a citizen.

19 C. Have not committed a crime.

A Bill Regarding the Treatment of Detainees.

 

  1. Be it enacted by the student congress here assembled that,
  2. Section 1: That all foreign parties being held by the U.S government in regards to
  3. terrorism, be given the same rights as P.O.W.s under the Geneva convention with
  4. the exception of Article 118.
  5. Section 2: All foreign detainees must ether be charged and convicted of terrorism
  6. or be released.
  7. Section 3: All American citizens being held under suspicion of terrorism must be
  8. provided with all rights and protections guaranteed under the constitution and
  9. other laws of the United States.
  10. Section 4: The National Security Administration (N.S.A.) will grant security
  11. clearances to prescreened F.B.I. (Federal Bureau of Investigation) agents to
  12. conduct inspections on any and all camps where detainees are being held.  
  13. Reports shall be given to congress for review and evaluation.
  14. Section 5: Violations of these provisions shall constitute a class “C” felony.
  15. Section 6: The directors of the National Security Administration and the Federal
  16. Bureau of Investigation may submit requests for necessary funding to enact the
  17. provisions of this bill as part of the fiscal 2009 budget. 
  18. Section 7: This bill will become law on the first day of January, 2010

A Bill CONCERNING THE REFORM OF SEXUAL EDUCATION

 

1.)  Be it enacted by the student congress here assembled that

2.)  Section 1:  Sexual education in the public schools shall be

3.)  reformed to require the teaching of both abstinence and so-called

4.)  safer sex approaches to sex education.

5.)  Section 2:  This bill shall become law on the first day of

6.)  January, 2009.

A Resolution Concerning School Start Times

1. Whereas, scientific and medical research reveals that the internal biological

2. clocks of most adolescents are naturally programmed to stay awake late into

3. the evening and arise later in the morning and

4. Whereas, traditional high school start times coordinate with the biological

6. clocks of the adult teachers and administrators rather than the students who

7. are supposed to be the ones being served, and

8. Whereas, early start times may benefit school sports programs by allowing for

9. afternoon practices, but the focus of school districts should be on academics

10. rather than sports, Therefore

11. BE IT RESOLVED by this student congress assembled that school

12. districts should investigate and implement so-called “late start times”

13. in accordance with the physical and mental needs of their students.

A Resolution Regarding Prison Reform

 

  1. Whereas,  Prison conditions are conducive to crime by virtue of the fact that
  2. prison conditions within the status quo, are  not harsh enough to deter criminal
  3. activity; and 
  4. Whereas, prison inmates are allowed television, weight rooms, decent food,
  5. allowed to work for money, and are given better health care than many
  6. non-criminal American citizens; and
  7. Whereas, many previous inmates have nowhere better to live and are encouraged
  8. to re-offend due to the fact that prison living conditions are better than that which
  9. they can afford outside the penal system; and 
  10. Whereas, federal funding spent on “prison frivolities” could be better spent on
  11. other vital  social programs;
  12. BE IT RESOLVED by this student congress assembled that state and federal
  13. penal systems and facilities should be inspected by a committee of law
  14. enforcement personnel to be appointed by the President and confirmed by the
  15. Senate for the purpose of discovering where changes can be made to save federal
  16. funds and to provide more punitive inmate living conditions.

A Bill Mandating Gardasil Vaccinations

 

  1. BE IT ENACTED By the student congress here assembled that:
  2. Section 1 General Provisions: All incoming sixth grade females will be required
  3. to receive the new Gardasil Vaccination prior to be admitted to public school
  4. within the United States.
  5. Section 2 Enforcement: Prior to admittance to the sixth grade of any public
  6. school within the United States, the parents of all female students must provide
  7. medical proof that the applicable child has received the vaccination.  Furthermore,
  8. no female student shall be admitted to a public school within the Untied States
  9. until satisfactory proof of said vaccination has been provided to the applicable
  10. school district.
  11. Section 3 Funding: Funding for these provisions shall be provided under the
  12. auspices of the United States Department of Education.
  13. Section 4 Effective Date:  This bill shall become law on the first day of January,
  14. 2009.

A Resolution For Aids Testing

1)      WHEREAS 90% of all people afflicted with AIDS are unaware they are infected, and

2)      unknowingly spread it to others, and

3)      WHEREAS AIDS can remain dormant for years and strike without warning, and

4)      WHEREAS AIDS is spreading at an alarming rate and will decimate our nation

5)      unless it is stopped, and

6)      WHEREAS AIDS will continue to spread and kill un-checked, until it is no longer

7)      possible to stop or even slow,

8)      THEREFORE BE IT RESOLVED by the student congress here assembled, that the

9)      US should enact an annual, mandatory AIDS testing program.

 A Resolution to Abolish Abstinence Only Education in the United States

 

  1. Whereas, the abstinence-only system is ineffective and,
  2. Whereas, abstinence-only education ignores students actual actions and,
  3. Whereas, sex education would be more effective if students were taught
  4. abstinence as well as STD and pregnancy prevention.
  5. THEREFORE BE IT RESOLVED by this Student Congress assembled, that
  6. abstinence-only education should be abolished.

A Resolution Concerning the United Nations Security Council

 

  1. Whereas,  the U.S and four other countries received permanent spots on the
  2. United Nations Security Council and,
  3. Whereas, they alone felt they deserved such rights and,
  4. Whereas, it is unjust for these countries to have these spots and,
  5. Whereas, the UN will never be truly effective with permanent spots on the
  6. security council and,
  7. Whereas, permanent spots go against the democratic nature of the UN and,
  8. Whereas, the Security Council has ultimate veto power.
  9. THEREFORE BE IT RESOLVED by this Student Congress assembled that
  10. The United States actively pursue the dissolution of the current United Nations
  11. Security Council’s permanent spots and instead pursue a system where every
  12. member must be voted into the Security Council by the General Assembly.

Whereas, all males aged 18-25 years-old are required to register for the draft; and,

Whereas, draftees receive very little training; and,

Whereas, draftees are chosen through lottery ; therefore,

BE IT RESOLVED by the Student Congress Assembled that all teens aged 16-18 years-old be required to go to a military training camp for two weeks during each  summer beginning with the summer following their sixteenth birthday and ending with the summer following their eighteenth birthday.

A Resolution to Eliminate Paper and Coin Money

1)      WHEREAS paper and coin money are inconvenient, and

2)      WHEREAS it is monetarily inefficient to produce paper and coin money, and

3)      WHEREAS the US Treasury system’s worth is based on faith, not on gold, and

4)      WHEREAS paper can be easily counterfeited, and

5)      WHEREAS paper and coin money can spread germs and diseases,

6)      THEREFORE BE IT RESOLVED by the student congress here assembled that all

7)      paper and coin money should be phased out of circulation and replaced by a national

8)      debit card system.

A RESOLUTION CONCERNING A DAY TO HONOR HUMANITARIANS: 

1. WHEREAS, men and women who have concern for helping to improve the welfare

2. and happiness of people don’t have a national day of recognition, and

3. WHEREAS, Presidents Lincoln and Washington have a day of recognition and

RESOLUTION TO LOWER THE LEGAL DRINKING AGE TO 18

 

  1. Whereas: A person is considered an adult at age 18, and
  2. Whereas: Because of the selective service, 18 year old males are required to
  3. register for the armed services, and
  4. Whereas: At age 18, curfew is no longer set, and
  5. Whereas: At age 18, any United States citizen can legally vote, therefore
  6.  Be it enacted by the student congress assembled that: the legal drinking age should be lowered to age 18.

A BILL TO ABOLISH ANIMAL TESTING FOR COSMETICS

 

1.                  Be it enacted by the Student Congress here assembled that:

2.                  Section I: The United States of America will no longer allow cosmetic industries

3.                  to test on animals within the United States. 

4.                  Section II: Definitions

5.                  A) Cosmetic- all skin-care creams, lotions, powders, perfumes, lipsticks,

6.                  fingernail and toenail polishes, eye and facial makeup, permanent waves, hair

7.                  colors, hair sprays and gels, deodorants, baby products, bath oils, bubble baths,

8.                  bath salts, butters.

9.                  B) Animal Testing- any situation when an animal is used for

10.              experimentation.

11.              Section III: There will be no exceptions to this bill: all cosmetic industries will be

12.              required to adjust their testing to non-animal testing.

13.              Section IV: This bill does not refer to any other types of animal testing including,

14.              but not limited to, medical research and food research.

15.              Section V: This bill will become law 60 days after its passage

16.               Section VII: Violation of this bill shall result in:

17.                                      a:  First Offense: The Offending Company will receive a $1,000,000 fine

18.                                      and  the product in violation will banned from sale.

19.                                      b: Second Offense: Company will receive an additional $1,000,000 fine

20.                                      and all products of this company will be banned from sale for one year.

A Resolution Demanding that the United States

Switch Course and Sign the Kyoto Protocol

  1. Whereas, the vast majority of scientists agree that even a small increase in the
  2. average global temperature would lead to significant climate and weather
  3. changes, and profoundly affect plant, animal, and human life on earth; and
  4. Whereas, reducing greenhouse gas emissions is an essential step in slowing or
  5. reversing global warming; and
  6. Whereas, immediate multinational collaboration is needed if the world is to have
  7. any serious hope of preventing devastating climate change; and
  8. Whereas, 151 countries, including Australia, have now signed the protocol; and
  9. Whereas, the United States is now the only major industrial power to have refused
  10. to sign the protocol, therefore
  11. BE IT RESOLVED by this student congress assembled that a statement be made
  12. by and through this resolution supporting the signing of the protocol and
  13. demanding that the president immediately undertake the diplomatic steps
  14. necessary to do so.

A Resolution in Support of a Single North American Currency

 

Whereas, the creation of the Euro facilitated the development of a strong European economic union, and

Whereas, in March of 2005, President Bush, President Fox, and Prime Minister Martin reached an agreement to form the Security and Prosperity Partnership of North America, and

Whereas, a single North American currency would facilitate the movement of goods amongst Canada, Mexico, and the United States, and

Whereas, integration of the economies of North America into a single market may help resolve economic migration problems, therefore

BE IT RESOLVED, by the Student Congress assembled that the United States, Canada, and Mexico should expeditiously move forward with the creation of a single North American currency, the “Amero.”

Whereas, a person can be infected with HIV for years--even a decade or longer--before symptoms of AIDS first appear; and

Whereas, treating HIV more like a public-health problem rather than a political issue, could save many lives; and

Whereas, getting people tested for HIV will allow treatment to begin earlier and infected individuals can be advised on how to refrain from high-risk behavior that could transmit the disease; and

Whereas, it is standard health practice for hospitals and physicians to screen patients for certain types of communicable diseases; therefore

BE IT RESOLVED, that all persons in the U.S. aged 13 to 64 should be routinely tested for HIV infection.

Whereas, debate on the qualifications of candidates is integral to the operation of the system of government established by our Constitution; and

Whereas, defamatory statements made with actual malice are not protected by the First Amendment; and

Whereas, preserving the integrity of elections is a compelling government interest; and

Whereas, false personal attacks are too common in political campaigns, with wide-ranging detrimental consequences; and

Whereas, more than a dozen U.S. states have laws making it illegal to maliciously say false things about political candidates; therefore

BE IT RESOLVED, by the Student Congress that the Washington State Legislature should restore legislation that makes it illegal for a person to sponsor, with malice, political advertising that contains a false statement of material fact.

Subprime Elimination

 

1.      Whereas, foreclosure rates have jumped over 25% in the last year,

3.      Whereas, the percentage of subprime delinquencies doubled in the past year,

5.      Whereas, subprime loans are a pivotal cause for the present financial crisis

6.      and depreciation of the market,

7.       

8.      Whereas, subprime loans are a predatory tactic used to exploit low-income

9.      consumers,

11.  Be it resolved that, this House will ban all subprime lending practices.

Cessation of Arms Sales to Pakistan

 

  1. Whereas, Pakistan has been racked by rampant
  2. ethnic conflict in Balochistan, Kashmir, Sindh, and
  3. the North West Frontier Province; and
  4. Whereas, Pakistan has been torn apart by sectarian
  5. conflict and the rise of extremist oufits both Sunni
  6. and Shi'a; and
  7. Whereas, Pakistan's military has turned to funding
  8. terrorism to fight a cross-border conflict; and
  9. Whereas, Pakistan has funded militant groups to

10. destabilize South Asia and fight proxy wars;

11. Therefore, be it resolved that the United States will

12. end all arms sales to Pakistan; and

13. Be it further resolved, that the cessation of these

14. sales be enacted on September 1, 2008
